Page count is only part of the scope
Ten pages using one layout can require different work from five completely different page types. List service pages, projects, guides, contact and catalogues. Separate designing a reusable template from adding content to each page. Specify what your team needs to edit and who will maintain it.
Content, integrations and migration
Agree who supplies copy, images and translations, including usage rights. A form that sends an email differs from a CRM integration with error handling. For a redesign, include content migration, URL preservation and testing. These tasks are easy to overlook when comparing visual mockups alone.
Compare two quotes fairly
Imagine two business website proposals. One assumes finished copy and one language; the other includes editing, four languages and migration. Their scope is not equivalent. Mark each item as included, additional or excluded. Also ask about licences, hosting, revisions and access handover. This turns a price comparison into a useful scope discussion.
Prepare a useful quotation request
Share the website goal, services, page types, languages, available materials, required connections and existing URL. Separate launch essentials from later improvements. What changes the scope of a quote

Implementation and maintenance are different scopes
Implementation covers the agreed work needed to launch: structure, design, configuration, content and testing. Maintenance concerns the running site: hosting, domain renewals, licences, updates and any support. Ask for one-off, recurring and separately commissioned work to be identified. A maintenance agreement does not automatically include new features.
Check who owns the accounts and licences, who pays renewals and what happens when the working relationship ends. “WordPress is free” does not describe the cost of preparing and operating a complete website.
Two example scopes, not a price list
Example A: a service business website in one language, five pages, supplied copy and photographs, one form and no migration. Example B: four languages, twelve pages per language, content preparation, migration of old URLs and a form connected to a CRM. These are illustrative scopes, not Zen Hikari packages or prices.
The difference is not just screen count. Example B adds translation decisions, URL mapping, migration completeness checks and integration failure scenarios. When comparing proposals, identify which tasks are included and who signs them off.
Information to provide for a quotation
Prepare your business goal, list of services and pages, existing website address, languages, available text and images, form requirements, integration names, target date and support needs. Separate launch essentials from later improvements.
Do not include passwords in the brief. Mark unknown integration requirements explicitly. A reliable quote may need a short discovery stage rather than an unagreed allowance for undefined work.
Questions before accepting a proposal
Can I launch a smaller version first? Yes: define the features needed to receive enquiries and agree later stages separately, allowing for their effect on the structure.
Does supplying content always reduce work? It helps when material is complete, current and ready to publish. Rewriting text, organising photographs and checking rights remain separate tasks.
What about revisions? Agree approval stages, included corrections and the treatment of changes after approval. Ask about testing, account handover and editing instructions too.
